Cities across Solano County will hold city council meetings Tuesday night, discussing budget issues, homelessness services through CAP Solano JPA, legislative agendas for upcoming state sessions and more.

The City Council of Dixon will discuss the formation of a facilities district to authorize the levy of special taxes, call and certify an election and approve the special tax for citywide services, and will also hold a public hearing to receive comment on the city’s master fee schedule. A financial update for the third quarter of the fiscal year will be discussed.

The council will also approve or deny a Memorandum of Understanding with the CAP Solano JPA regarding homelessness funding in the county. Since the city would not use any services from the organization, the memorandum would have them not pay into the program.

“The City of Dixon joined the new CAP Solano organization with the understanding that Dixon would offer no resources, neither funds nor staff time to this new effort, and we would not utilize any CAP Solano services,” the staff report reads. “Dixon joined the new CAP Solano only to help the County qualify for more State funding.”

In 1999, Fairfield, Suisun, Vallejo and Benicia entered into a Joint Power Authority with Solano County regarding services for the unhoused known then as Solano Safety Net Consortium. In 2014, Vacaville joined, and in 2022, Dixon signed on. By 2028 CAP Solano JPA is set to have a funding gap of $686,282.

It should be noted that Dixon does not wish to participate financially because of the minimal number of homeless people in Dixon,” the report reads. “Over the course of time Dixon’s homeless population has remained stable at between 4 to 8 people in the entire City.”

Rio Vista’s City Council will consider updates to the city’s storm drain system, consider an employment agreement with Fire Chief Adam Pfenning, and will consider legislative priorities for this year and next year’s session through Cal Cities. The city will support bills regarding local control, housing, public safety and more.

“The City deeply values its ability and authority to exercise local control, offer excellent public services, and protect and enhance the quality of life for Rio Vista residents and businesses,” the staff report reads.

The Fairfield City Council will have a public hearing discussing the discontinuation of the city’s reduced fare taxi program and a public hearing regarding the potential construction of a solar field at the Waterman Water Treatment plant.

Suisun City’s City Council will hold a closed session with their labor negotiator and the Suisun City Management and Professional Employees’ Association. the Suisun City Police Officers Association and the Suisun City Employees’ Association. No public hearings or new business will be conducted during the open session.
