The City Council on Thursday voted to approve the second phase of a major revitalization plan for Willets Point in Queens, paving the way for construction to eventually begin.

The plan includes a $780 million soccer stadium for the New York City Football Club next to Citi Field, along with a 250-room hotel, a public school for 650 students and 2,500 units of affordable housing.

One hundred and thirty three of those homes will be for New Yorkers experiencing homelessness.

The project is expected to generate more than $6 billion in economic activity over the next three decades.
